Opening Doors to Homeownership in Westlake
The Housing Assistance Purchase Program (HAPPY) is a City of Westlake initiative designed to support qualified buyers in achieving homeownership within our community. Through financial assistance toward down payment and closing costs, the program helps make purchasing a new home in Westlake more attainable.
This program is more than funding, it’s a partnership. In return, participants commit to establishing their primary residence in Westlake and contributing to the long-term growth and stability of our city.
Our Commitment
In partnership with Minto PBLH, LLC and the Westlake Community Foundation, the City of Westlake is committed to increasing access to homeownership for low, moderate, and middle-income households. Together with local businesses, developers, and government agencies, we're working to expand housing options and create a sustainable future for residents.
How the HAPPY Program Works
1. Receive a pre-approval letter from a lender you choose.
2. Secure a new construction home in Westlake, Florida.
3. Apply for the HAPPY program at least 40 days prior to closing.
What You Can Receive
- Up to $35,000 in assistance
- 0% interest, forgivable loan overtime
- Awarded amount can be used for:
- Down Payment
- Closing Costs
- Interest Rate Buydown
Who qualifies?
- First-time homebuyers (or no homeownership in 3 years)
- Households within income limits (see attachment Maximum Income Elgibility HAPPY Program 2026)
- Essential workers (can increase the household income limit to $300,000)
- Buyers purchasing new construction within the City of Westlake, FL
- U.S. Citizens
