Before You Begin

To help us review your eligibility, you should generally have:

✓ Mortgage pre-approval letter

✓ Purchase agreement for a new construction home in Westlake 

✓ Information regarding household income

✓ Information regarding household assets

✓ Contact information for your lender

HOW THE PROCESS WORKS

Step 1: Complete the Pre-Application Review

Submit HAPPY Program Pre-Application at leats 45 days prior to closing, it is encouraged to apply as soon as sales agreement is in place.

Step 2: Staff Review

City staff will review your pre application and contact you if additional information is needed.

Step 3: Complete the Full Application

If eligible, you will be invited to complete the official HAPPY Program application and upload supporting documents.

Step 4: Final Review & Funding Decision

Applications are reviewed for program eligibility, funding availability, and affordability considerations. Approved applicants will receive an award determination prior to closing.

IMPORTANT INFORMATION BEFORE SUBMITTING A PRE-APPLICATION

  • Submission of a pre-application does not guarantee funding or program approval.
  • Funding is subject to program eligibility requirements and availability of funds.
  • All borrowers, co-borrowers, and individuals with an ownership interest in the property must be disclosed during the application process.
  • Applicants may be required to provide additional documentation during the review process.Providing false, incomplete, or misleading information may result in denial, rescission of an award, or other legal consequences.
