City of Westlake Approves Updated Housing Assistance Program Guidelines to Expand Homeownership Opportunities

CITY OF WESTLAKE APPROVES UPDATED HOUSING ASSISTANCE PROGRAM GUIDELINES TO EXPAND HOMEOWNERSHIP OPPORTUNITIES 

WESTLAKE, FL (June 5, 2026) – The City of Westlake is pleased to announce that the City Council has approved updated guidelines for the Housing Assistance Purchase Program Yearly (HAPPY Program), reinforcing the City's commitment to creating attainable pathways to homeownership for current and future residents.

The updated guidelines were approved by the City Council on June 2, 2026, following a comprehensive review of program performance, housing market conditions, and community needs. The revisions are designed to enhance program accessibility, improve administrative efficiency, and ensure funding is distributed in a fair and transparent manner.

Since its inception, the HAPPY Program has helped hundreds of individuals and families achieve homeownership within the City of Westlake through down payment, interest rate buy down and closing cost assistance.

Key updates to the approved guidelines include:

  • Updated purchase price limits to align with current housing market conditions and federal housing standards.
  • Implementation of an Affordability Review Matrix to evaluate assistance awards based on household circumstances and demonstrated need with a maximum award amount of $65,000.
  • Introduction of the Community Retention Consideration (CRC), providing an opportunity for qualifying long-term Westlake residents to remain within the community while purchasing a new home.
  • Enhanced lender documentation requirements and program administration procedures to improve consistency and streamline application processing.
  • Clarification of refinancing, repayment, occupancy, and eligibility provisions to protect program integrity and ensure long-term sustainability.

The HAPPY Program continues to provide eligible homebuyers with deferred, forgivable assistance that can be used toward down payment costs, eligible closing costs, and approved interest rate buy downs for the purchase of a new construction primary residence within the City of Westlake.

The updated guidelines are now in effect and available for review on the City's website. Prospective applicants are encouraged to begin the process by completing the online pre-application and reviewing eligibility requirements.
